How to License a Scooter in Minnesota

    • 1). Download the application form (see Resources). If the scooter has a maximum speed of 20 mph or higher, it must be registered as a motor vehicle. Electric carts such as modified golf carts must also be registered in order to operate on public streets.

    • 2). Complete the form. Either print it or click the boxes and type via a PDF viewer. The form is mostly self-explanatory. When registering a scooter, select class "MP" if the scooter has an engine of 50 cubic centimeters or less. Select class "M" if the engine size is more than 50 cubic centimeters.

    • 3). Send the completed form to the address on the top left of the form to register the vehicle through the Minnesota Department of Public Safety.
