How to License a Scooter in Minnesota

1). Download the application form (see Resources). If the scooter has a maximum speed of 20 mph or higher, it must be registered as a motor vehicle. Electric carts such as modified golf carts must also be registered in order to operate on public streets.
2). Complete the form. Either print it or click the boxes and type via a PDF viewer. The form is mostly self-explanatory. When registering a scooter, select class "MP" if the scooter has an engine of 50 cubic centimeters or less. Select class "M" if the engine size is more than 50 cubic centimeters.
3). Send the completed form to the address on the top left of the form to register the vehicle through the Minnesota Department of Public Safety.
