Why is this? Founder's Circle members must have 10 separate lines on their team with one Pres Team member per line, while the Chairmans' Club you only need five.

This is still a very exclusive club - Herbalife's corporate site lists six Founder's Circle members and around 35 Chairman's Club members.
What does it take to get to this level in Herbalife? First of all, you really need to learn how to market yourself.

Everyone who recruits will tell their prospective new distributors about their Chairman's Club upline and what a great leader he or she is, and how if this person can succeed, anyone can.
If you're not a natural leader, you must learn how to be one.
These distributors also usually have very well-defined online business systems that help them recruit online.
They will frequently use a funded proposal and sell some kind of work at home business kit which claims that anyone can earn income at home.
These funded proposals will cover the radio and internet advertisements which the organization is running.
The key thing with leaders at this level is that they aren't shy about promoting themselves and their own lifestyle.
They will frequently feature themselves and their lifestyle in videos and promotional stories.
They are almost always very outgoing and their friends would describe them as extremely charismatic.
