  Ohio construction trailers are considered commercial trailers by the Bureau of Motor Vehicles. Utility or storage trailers can be either semi-stationary or mounted to a set of wheels and pulled behind a truck. Semi-stationary construction trailers can be loaded on a flatbed truck and to various work sites. State law for commercial storage trailers varies widely from similar vehicles owned by private residents.
  
  

Certificate of Title

• Commercial trailers that weigh in excess of 4,000 lbs. must possess a valid vehicle title. The local county Clerk of Courts office processes title requests for a fee. A valid certificate of title must be displayed on the construction work site where the trailer is housed. Commercial trailers that weigh less than 4,000 lbs. are not required to hold a motor vehicle title. The smaller trailers are considered tools or private property by the state of Ohio and are not subject to applicable motor vehicle laws. A licensed driver must pull the trailer by an insured vehicle with a valid Ohio license plate.
  
  

Transfer of Title

• A transfer of title must take place before a commercial trailer can be sold. The process of selling a trailer is identical to the sale of a motor vehicle, except an odometer statement is not necessary. A transfer of title and official stamp by the Ohio Bureau of Motor Vehicles must take place before the commercial trailer transfers hands. All parties involved in a sale or title transfer must sign the original title in front of a bureau notary public. If the title is signed before presented to the Ohio motor vehicle authority, the title is invalidated. Transferring an out-of-state title on a used commercial trailer or registering such a trailer in Ohio that was purchased in another state requires an inspection from the Ohio Bureau of Motor Vehicles or the Ohio State Highway Patrol.
  
  

License Plate Requirements

• After a commercial trailer is "titled," a license plates must be purchased. The owner of the trailer is required to obtain a commercial vehicle license plate from the Ohio Bureau of Motor Vehicles. A valid Ohio driver's license and proof of insurance must be presented to the bureau before a license plate and annual usage sticker is issued. A late fee is imposed if the commercial trailer owner neglects to purchase the annual sticker or license plate more than 30 days after the renewal deadline. Title processing and license plate fees are established on an annual basis by the state of Ohio and subject to county taxes.
