How to Hold a Learner's Permit in Maryland
- 1). Obtain a learner's permit test study guide from your local Motor Vehicle Administration (mva.maryland.gov) office or visit the MVA's website to download a copy of the study guide. Review the questions on the study guide to prepare yourself for the written exam.
- 2). Visit your local MVA office and fill out a learner's permit application form. If you're under 18, your parent or guardian must sign the form. If you're under 16, fill out a learner's permit school attendance certification form known as the DL-300.
- 3). Go to the next open window and tell the clerk you want to obtain a learner's permit. You will need documents to prove your age and identity, a valid Social Security Number or proof that you're ineligible for a Social Security number, a document to prove lawful status and residency documents. Acceptable age, identity and lawful status documents include a valid U.S. passport, consular report of birth abroad, valid permanent resident card and certificate of naturalization form. Acceptable residency documents include a Maryland vehicle registration card or title, utility, telephone or cable bill and checking or savings account statement. Pay the fee. The MVA accepts cash, checks and credit cards.
- 4). Take the required vision screening test. To qualify for an unrestricted permit and driver's license, you need 20/40 vision in each eye and a continuous field of vision of at least 140 degrees. If you want your own vision specialist to administer the test, fill out a DL-043 form, available in the MVA office or on its website, and ask your eye doctor to complete the form. Bring this form when you come to the MVA. If you fail the vision test, the MVA will not complete your application and will refer you to a vision specialist for further evaluation.
- 5). Take the learner's permit written exam, which is a timed 15-minute test monitored by an MVA representative to ensure there is no cheating. Go to the MVA clerk who scores the exam and wait for your test to be scored. If you pass the test, the MVA clerk will take your photo and issue your permit. If you fail, you must wait 24 hours before you retake the exam. If you fail a second time, you must wait seven days before you take the test again.
