    Function

    • The law protects workers' rights to join or form a labor union, bargain collectively in matters of wages, hours and working conditions, and discuss matters of employment with unions or coworkers. Prohibitions were placed on employers, preventing punitive actions taken against employees who join or consider joining unions. Unions were prohibited from taking discriminatory actions against employees who choose not to join unions.

    • The NLRA featured provisions for the creation of the National Labor Relations Board. The board was given the responsibilities of administering the law, determining by vote if employees wished to be represented by a union and preventing unfair labor practices being perpetrated by either unions or employers.

    Considerations

    • The National Labor Relations Board is composed of two parts: the five-member board and the General Counsel. The board decides cases in administrative proceedings based on formal records. The General Counsel's responsibilities include the investigation and prosecution of cases of unfair labor practices.
