FCC EEO Rules for Job Vacancies

    Recruitment

    • The FCC requires that broadcast companies provide proper notice regarding job vacancies within the company. With the exception of rare emergency hire situations, employers must widely distribute information regarding a full time opening via internet postings, print advertising or staffing companies. Companies must also provide notification of all full time openings to organizations and recruiters who have requested employment information. In addition, the broadcast organization must participate in 2 to 4 recruitment activities every two years, depending on the size of the company. Activities can include job fairs, internship programs, or scholarship sponsorships.

    Recordkeeping

    • After filing positions, broadcast companies must keep extensive records of their recruitment process to show the FCC that they have complied with the EEO regulations. These records must include all full time vacancies with the job titles. In addition, the company must keep record of the recruitment sources used to promote the vacancy, along with the organizations that requested the recruitment information. The company must also provide documentation of the activities participated in, advertisements announcing the vacancies, and the number of individuals interviewed for each position. The date the position was filled and the employee's referral source must also be included.

    Reporting

    • After the review, the FCC representatives must report their findings to the station's public file and the station's website report. These reports will consist of the job vacancies and position titles, recruitment methods used for filling the vacancy, the referral source of the hired individual, documentation showing that the station participated in the required activities and the number of individuals interviewed for each position. In addition, the station must file an annual report with the FCC detailing the race and gender of its employees. This report is used for statistical purposes only.
