Even in this tiny quarter scale shop, all the elements of a tea shop are present, the counter display of pastries, the lace and cloth covered tables, the tea cakes and sandwiches.
Regardless of how small a display space is, its important that you have all the elements to support the scene. Tea shoppes are supposed to be cosy, slightly cramped places with all kinds of items on view, and even in this small version, having all the right elements in place makes the shop seem complete.
With smaller scales you have to be careful to arrange sight lines in busy spaces, but that doesn't mean you should leave out the expected details.
