The transportation of hazardous materials (HAZMATs) is regulated by each state and by the federal government. The Wyoming Department of Transportation requires commercial carriers to comply with the federal regulations on the transportation of HAZMATs and have not written separate regulations. - A special permit is required before a commercial carrier can transport hazardous materials. Wyoming requires carriers apply for an application through the federal Department of Transportation. The regulations also require manufacturers of vehicles designed to transport HAZMATs and those who will be driving them to register with the department.
- Packaging for hazardous materials must meet certain safety standards. The package must be able to withstand a drop of 5.9 feet on any side or corner without breaking. HAZMAT packaging must be labeled with a HAZMAT warning label that includes the classification of the material and the name of the shipping company. This marking must be clearly visible and at least 3.9 inches square.
- Each driver must be trained in how to properly operate the vehicle transporting the hazardous material and must be familiar with how to load and unload the vehicle, handle HAZMAT packages and how to secure the load. The materials must come with shipping papers and a shipper's certification. The vehicle must be marked that it contains hazardous material and may not be moved without it unless it is involved in an emergency situation.
- HAZMAT packages must be maintained properly and tested regularly. Containers must be marked with the permit number and identifications as well as test dates. Results of the tests must also be imprinted on the container. The package must also travel with documentation stating that the package conforms to HAZMAT package regulations.
