When you're building a Dreamweaver template, the first thing you need to build is the layout and page itself. This can use placeholder text for the content, but it should be a complete design because once the template is posted, that is how the final pages will look (except for different content created by your clients and content developers).

While it's possible to create a Dreamweaver template from a blank page, most people find it easier to create the design first, then decide what should be editable and what should be part of the template.
