Right-click on an area of the taskbar that does not contain any icons or program buttons.

Click the "Lock the Taskbar" item if you see a check mark listed directly to the left of its name. If you do not see a mark, the taskbar is already unlocked, and you should skip to the next step.

Move your cursor toward the upper edge of the taskbar, until it changes from a pointer shape into a two-headed arrow.

Click once, hold your click, drag downward until the taskbar reaches your preferred size and then release your mouse.
